This is not the configuration for mined but the recommended configuration
script for xterm as a UTF-8 enabled environment to run mined in.
To compile mined, go to the "src" sub-directory and invoke
make -f makefile.<something>, using the makefile that matches your
system best.
(Perhaps this sort of problems should be addressed directly to the author
of mined (me) rather than this mailing list.)
