I have such a script, and use it as a tool to maintain the en_GB
translations for gnome. (it's in GNOME CVS, module gnome-i18n/en_GB, if
you are interested). Unfortunately, even the spelling variations you
identify as level 1 are more complex, and have to be manually verified.

  initialize -> initialise    
  generalize -> generalise 
  size -> size
  Belize -> Belize

also, meter (unit of measurement) should be translated to metre, but meter
(instrument) should be left as is. Basically, it's impossible, or at least
not worth the effort. (particularly considering it's relatively easy to do
by hand and almost all english speakers can understand the curious
american variant anyway...)
