There's several variations on EUC : EUC-JP, EUC-KR, etc...

This free editor for Windows (95/98/NT/ce) is able to handle many different
encodings for japanese including EUC-JP (and UTF-8 :-) ).

EUC is a unix format, not linked in any way specifically to linux.
Therefore your question has little relation with the subject of this list.
