It's just another message and will not be treated differently. You're
not supposed to use this in the first place.

Autoconf always works.

First I have to finish the transliteration implementation. The use of
transliteration will always be the first choice before failing.

Transcription modules will be available as well. This all fits into
the framework.
If nothing is available the information from the LC_CTYPE category is
used which suggests a replacement character.
