Apart from the things Robert mentioned, there is an UTF-8 locale. It
gets activated when the LC_CTYPE environment variable is something like
en_US.UTF-8. Very few things work in it. The only thing I've successfully
tested is that XmbDrawString with an UTF-8 encoded string works.
