Anybody working on ISO/IEC 15435 (i18n.h)?
NOTE: the above is not yet a standard.

In short, it's sort of ctype.h+string.h+some more for ISO 10646. And it
doesn't use any global variables (such as global locales), and it seems to
include significant iconv-like functionality.
While the spec is certainly still subject to change, I wonder if a public
implementation couldn't be helpful.
