It is in the Emacs info page under

	emacs->customization->variables->file variables

`coding' is not even an Emacs variable.  The local-variables convention
permits app-specific (Emacs) variables to coexist with certain rather
app-neutral specifications.  

This concept should really have an RFC number, but I haven't even seen it
in the GNU coding standards nor in the textutils documentation.
