ISO 2022 was intended as a generic tell-me-the-encoding-of-the-following-bytes
mechanism. It can and is being used

  - in files
  - on communication lines
  - in fields of databases and file formats
  - to control input/output devices (video terminals, printers, etc.)
  - in email and news articles

It was definitely not exclusively intended a video terminal command
sequence. It's scope is significantly larger than for instance the
MIME tagging mechanism.
