Additional info:
  - gcc-2.95.x gets it all right.
  - older versions of gcc had problems in that area.
  - Results from other vendors' compilers:
    IRIX 6.5, cc: warnings in tstwch24.c, but runs ok
    AIX 4.2, cc, xlc: compiles with lots of warnings, but runs ok
    OSF/1 4.0d, cc: compiles with warnings, gives bad run-time results: broken
    HP-UX 10.20, unbundled cc: error "Wide character constants are an ANSI feature"
    SunOS 4.1.4, cc: compilation errors
