"not specified" means that this fontset had been created before
"unicode.el" was executed.  You cannot use this `old' fontset, you
have to create a new one and switch to it after "unicode.el" has been
executed.  

What does "mule-diag" tell you about fontsets?  

I've just tried it with GNU Emacs 20.4.1, and the fontset creation
works fine.  What is your exact emacs-version?
