The way you do this is to define a new terminal type

  linux-utf8

and then use TELNET TERMINAL TYPE negotiations to request the list of
terminal types supported by the terminal and if "linux-utf8" is one of
them request that terminal type.  If not, assume it is not available
and use the best of the list provided.
