This is not a standard.  It is an *experimental* request for comments.
I sent them plenty of comments.

Before anybody jumps in and starts to implement this sort of thing, they
might want to consider why it has never been promoted from experimental
status in the nearly three years since it was issued.

I will be happy to supply details if pressed.
