[Bug 8478] New: kswapd occpy too many cpu resources

kswapd often use too many cpu resources. And when I turn off swap, kernel
frequently reports that "Out of Memory: Killed process xxxx".
But when I turn on swap, swap would used after long time and used a 
little.
My configuration:
hardware: Xeno 2G * 2, 4G RAM
kernel: 2.4.21-rc2-ac2, enable 4G memory support and HIGHMEM I/O support, enable
hyderthreading, disable mtrr and apic
