well, I have the mechanisms for suspending and waking up processes working, but
that's not enough for load control ...
... the scheduling is still failing ;/
To be more precise, load control is perfectly able to reduce the load on the
system, but it doesn't manage to stop the applications from thrashing. These two
things turned out to be very different.
