A couple questions

Hey everyone!
  I've got a couple questions here.  I've got a library that I am getting
ready to release under a non-GPL open source license.  Please don't start a
flame war on this, I'm really sick of them.
  I am hoping that someone can answer some questions about the GPL's
interaction with this:

1. Autoconf.  Do I have to GPL the software if I use autoconf to configure it?

2. Since it's a utility library, can it be linked with a GPL'd program without
   having to GPL it?
