Given the nature of the list, is there any problem allowing posts from
non-subscribers providing they have a valid PGP signature...? Either
requiring PGP keys to be sent to the list admin, or that they must be
available on a keyserver? (The latter is less work for the admins, and
for this purpose I don't think it increases the problem at all.)
