i dunno. double check keymaps, typos, etc. i tried here and using "%" in a passphrase really works.

and also possibly some observation about characters which should be avoided in the passphrase.this has nothing to do with AES and it is still unclear if my suspicion regarding "strange characters" is responsible for your problem here. try the same thing with /usr/bin/passwd and see if it is accepting "strange chacacters".
