If you plan on using features (esp new ciphers) introduced in a patch
later than 2.2.13.3, you'll want to patch util-linux yourself.

Also, soon there will be changes in how losetup talks to the kernel
that hopefully should end the need to change util-linux whenever a
cipher is added to the kernel.

You should be able to patch 2.2.14 with the 2.2.17.x patches.  No
guarantees though.
