It was a Linux 0.1 feature. The PID wraps early to protect bash.
The limit may be adjusted as you please.
I wish it were 9999 by default, adjustable at run time for large
systems that need 5 or 6 digits.

Thankfully, Linus already vetoed this idea several months ago.
The PID is 32 bits.
