That's fine as long as pub/sub is the interface presented to higher
layers. I may or may not want to transmit load info as frequently as
heartbeats; what you're saying is that using this heartbeat+info
module means that I get another choice.

The flamewar last time was from people saying THEY didn't want to
transmit info that way. Fine, that's a policy issue, not a mechanism
issue. One of the slogans of Legion, a distributed OS that I used to
work on, is "mechanism, not policy!"
