I'm an Oracle Database Admin / Database engr. so They are ALL very sparse
as the the features I'm used to, but I'd like to find a simple but free 
database library or toolkit better than the old DB stuff.

In any event once we get the data cleaned up and in a decent format, 
importing it into anything from excel to access to Oracle would be a
no-brainer.

Processing the Data files was just an example, processing this kind of 
files has a lot in common with say logging on to the DUATS system
and making requests and parsing the info being returned.
