GTE DUATS and weather graphics/etc.

I started to take another look at the quick path and weather graphics
support from DUATS and dug up some documentation of the format that is
used for the weather graphics. It is called NAPLPS and is a fairly
complex vector graphics format.

I have both the full quickpath docs and some documentation for NAPLPS if
anyone wants them.

I was thinking it might be nice to try putting together a C or perl
library for interacting with duats, including receiving weather
graphics. Is anyone interested in working on this?
