Inverse logic.  allnoconfig sets, obviously, everything to `no',
including CONFIG_EMBEDDED.  Now, only if you have this *enabled* (which
you have not) you are allowed to *disable* procfs.  Go to menuconfig,
hit `/' and enter EMBEDDED.

See PROC_FS in fs/Kconfig:

	config PROC_FS
        bool "/proc file system support" if EMBEDDED
        default y

Defaults to `y' and you can only frob it at all if EMBEDDED is set.
