in arch/<architecture>/mm/init.c, e.g:
arch/i386/mm/init.c in function zone_size_init
zones_size[ZONE_HIGHMEM] = high - low
ZONE_HIGHMEM is #defined to 2.

I'm not sure. You can enable/disable the HIGH_MEM feature in configure
time, but I think you can't change the size.
