That depends, what you want to do with the driver and how do you want to give 
access to an client application.

Read/write is just a way to get data from the application to the driver. The 
driver then has to format the data and communicate with the pci card. You can 
take any example for read/write.

I once enhanced a driver for a company, who sends and receives small packets 
with their PCI cards. They had 2 ways: IOCTL and the faster (and more 
dangerous) way MMAP to the application. With MMAP the application can write 
directly to the PCI memory.
