  Probably ``binary'' in your context means ``memory image'', i.e. the
same that ``objcopy -O binary'' produces.

One would need a loader for everything, which needs to be loaded.  In
the case of ``binary'' files (memory images), the loaders is just very
simple - basically write the file content to a prescribed address.
