Without looking deeper at your problems, I don't think you need a cross 
compiler:

If you want to run a 32-bit kernel on your x86_64, you must run a
32-bit userspace (IOW: a 32-bit i386 version of your distribution).

As soon as you are using a 32-bit userspace, you'll no longer need a 
cross compiler.
