can't you just use #ifdef x86_64 or some such ?
are you generating code on amd64 ? if yes, then
- use -m32 for for 32bit code.
- use appropriate -mcmodel. as amd64 has different models for
programs running    under 64bit mode.
- for kernel code, you would probably need -mno-red-zone too.
