That is a very broad subject. Did you look at the book, Linux Device
Drivers, third edition? It has numerous chapters that cover this topic
(hotplug, usb, driver core, etc.) I recommend starting with that (the
book is free online if you do not want to purchase it.)
Also the www.linux-usb.org and linux-hotplug.sf.net web sites are good
places to start.
