About device driver development

Hi

Does anyone know of any particular Ethernet NIC vendors who provide specs
for network device driver development ? Similarly for any other pci
devices.

I know these are proprietary info but i was wondering if there is any
channel where one could get this info for purely non-commercial and
educational purposes.
