floppy driver

Hi all,

I want to write a floppy driver for my personal OS. I read the 
data-sheet at 
http://debs.future.easyspace.com/Programming/Hardware/FDC/floppy.html.
I have few question about fix drive data. I understand it is used to set 
speed transfer. Am I correct?

The question is: what the parameters "step rate", "head load time" and 
"head unload time" mean?
What are they default value? This is important for me to understand what 
is the default transfer rate of a floppy?
