Shaper driver in drivers/net/shaper.c

I am trying to understand the shaper driver written by Alan Cox.

In the following code, where is the creation of multiple shaper devices 
handled?
-------------------------
__initfunc(int shaper_probe(struct device *dev))
{
        dev->priv = shaper_alloc(dev);
        if(dev->priv==NULL)
                return -ENOMEM;
                
        dev->open               = shaper_open;
---------------------------

In the the code, i see that 4 shaper devices have been 'statically' 
defined. Why? Can't i create more shaper devices?
