Ditto.

 We should also try and make the HTML conform to standards, instead of
just writing stuff that works in whatever browser we have handy. We
should also try and check how things come out on other browsers -- I'll
even volunteer to use IE on an old Win95 box we've got lying around
here....

 Also, my own preference would be for using W3C's HTML 4.01 DTD:

PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
PR-html40-19990824/loose.dtd

 In this vein, and as I haven't got my CVS account yet, could someone
please check in the changes I've made to rationale.html?

Changelog is: Moved style sheet into <head> and hid from older browsers,
changed DTD and added W3C's validation icon to the bottom.

The changed page is at:

and the icon (as a jpeg) is at ~atg/pics/vh40.jpg
